(a.) If at a meeting of a governmental body, a member of the public or the governmental body inquiries about a subject for which notice has not been given, as required by this subchapter, the notice provisions of this subchapter do not apply to: 

 

A statement of specific information given in response to the inquiry; and 

A recitation of existing policy in response to the inquiry; and 

 

(b.) Any deliberation of or a decision about the subject of the inquiry shall be limited to a proposal to place the subject on the agenda for a subsequent meeting.

A Proclamation proclaiming the week of September 17th through 23rd as Constitution Week within the City of Johnson City, Texas.

 

CONSENT AGENDA:

All Consent Agenda items listed below are considered routine by City Staff and are intended to be enacted by one motion.  There will be no separate discussion of these items, unless a Councilmember requests it, in which event the item will be removed from the Consent Agenda and considered in its normal sequence on the Agenda.

Approval of a Secondary Manufacturers' Combined Subdivision Participation and Release Form to participate in a National Opioids Settlement with Alvogen, Amneal, Apotex, Hikma, Indivior, Mylan, Sun, and Zydus, and authorizing the Chief Administrative Officer to execute said Form on behalf of the City of Johnson City, Texas. (Staff)

Approval of a Resolution of the City Council of the City of Johnson City, Texas (City) designating signatories on the City’s Bank Depository and Government Investment Pool Accounts; authorizing the Chief Administrative Officer to take all necessary steps to implement the provisions of this Resolution; incorporating recitals; providing for severability; and adopting an effective date. (Staff)

 

ITEMS FOR INDIVIDUAL CONSIDERATION:

Discussion of and action on an Ordinance of the City Council of the City of Johnson City, Texas making appropriations for the support of the City of Johnson City for the Fiscal Year beginning October 1, 2025 and ending September 30, 2026; appropriating money to a sinking fund to pay the interest and principal of the City’s indebtedness; adopting the annual budget(s) of the City of Johnson City for the 2025 – 2026 Fiscal Year; funding personnel positions and salaries; setting the 2025 – 2026 holiday schedule for City employees; authorizing the Chief Administrative Officer to expend monies and sign documents in accordance with said budget(s); incorporating recitals; providing for severability; repealing any other Code provisions, ordinances, or parts of ordinances, and other provisions in conflict herewith; and setting an effective date. Discussion of and action on an Ordinance of the City Council of the City of Johnson City, Texas levying an ad valorem (property) tax rate for the Tax Year 2025 in the amount of $0.332300 cents per one hundred dollars ($100) valuation and directing the Blanco County Appraisal District to assess, account for, and distribute the ad valorem (property) taxes as herein levied; authorizing the Chief Administrative Officer to take all necessary steps to implement the provisions of this Ordinance; incorporating recitals; providing for severability; repealing any other Code provisions, ordinances, or parts of ordinances, and other provisions in conflict herewith; and setting an effective date. I move to adopt the No New Revenue Tax Rate of $0.332300 per $100 valuation.  This motion includes:

 

  • the adoption of an ad valorem (property) tax rate for the Maintenance and Operations expenditures of the City of Johnson City at $0.206800 cents per $100 valuation for the Tax Year beginning January 1, 2025 and ending December 31, 2025; and
  • the adoption of an ad valorem (property) tax rate for the principal and interest payable on the Interest and Sinking (debt service) expenditures of the City of Johnson City at $0.125500 cents per $100 valuation for the Tax Year beginning January 1, 2025 and ending December 31, 2025.

Discussion of and action on an Ordinance of the City Council of the City of Johnson City, Texas ratifying the adoption of the Fiscal Year (FY) 2025 – 2026 municipal budget(s) raising more revenue from ad valorem (property) taxes due to increased property valuations and the addition of real property to the tax roll than in the FY 2024 – 2025 municipal budget(s); authorizing the Chief Administrative Officer to take all necessary steps to implement the provisions of this Ordinance; incorporating recitals; providing for severability; repealing any other Code provisions, ordinances, or parts of ordinances, and other provisions in conflict herewith; and setting an effective date. The City Council reserves the right to adjourn into Closed Session at any time during this meeting to discuss any of the exceptions to the requirement that a meeting be open to the public, in accordance with Texas Government Code, Chapter 551 Open Meetings, Subchapter D Exceptions to Requirement that Meetings be Open.  No action may be taken in Closed Session.

Pursuant to Texas Penal Code § 30.06 Trespass by License Holder with a Concealed Handgun, a person licensed under Texas Government Code, Chapter 411 Department of Public Safety of the State of Texas, Subchapter H License to Carry a Handgun may not enter City Hall with a concealed handgun.

Pursuant to Texas Penal Code § 30.07 Trespass by License Holder with an Openly Carried Handgun, a person licensed under Texas Government Code, Chapter 411 Department of Public Safety of the State of Texas, Subchapter H License to Carry a Handgun may not enter City Hall with a handgun that is carried openly.
